MIKE BURGER
Retired Trainer Poughkeepsie, NY Police Department Eastern Police Canine Association Certification
Mike has certified two different dogs with to the highest degrees of Eastern Police Canine Association Certifications in Patrol and Tracking. Mike will be working with teams so they can achieve certification for the Eastern Police Canine Association and assist with tracking and problem solving related to tracking.
PAM CARTER
Constable, Niagara Regional Police Service K-9 Unit/Tactical Unit Tactical Tracking & Tactical Building Search
Pam is a 20 year veteran police officer and has 7 years as a K-9 Handler and a member of the N.R.P.S. Tactical Team specializing as a Tactical Police Service Dog handler. Pam has been an assistant trainer for the Eden Consulting Group for approximately 1 year. Pam will devote her time to working with Police Service Dog Teams deployment with Tactical Teams for Tactical Tracking, and Tactical Building Search. Two members of the Niagara Police Service Emergency Task Unit will be attending (Cst Todd Arsenault and Cst Steve Ward) to assist with instruction to the tactical members that provide backup for high risk tracking and the high risk building searches. Todd and Steve are part of a twelve man full-time tactical team that work consistently with the K9 Unit of Niagara Regional Police.
CLIFFORD DEUTSCH
Sergeant Berks-Lehigh Regional Police Narcotics Interdiction
Clifford is a veteran of the Florida Highways where his expertise in interdiction made him the number one seizure officer of narcotics in the state. Clifford has moved north and will be sharing his expertise in narcotics interdiction.
GARRY HARVEY
Lieutenant, Madison County, VA Sheriff’s Office Tracking/Eastern Police Canine Association Certification
Garry is a handler, trainer and person in charge of the Madison County, VA K-9 Unit. Garry is the one of the founders of EPCA and is currently the vice-president, director, trainer, and examiner for EPCA. Garry will work with teams on tracking and problem solving relating to tracking to enhance tracking and scent work and for certification testing with the Eastern Police Canine Association.
JOEL MACKOWN
Royal Canadian Mounted Police
Joel Mackown is an 18 yr member of the Royal Canadian Mounted Police with the past 9 yrs in the Police Dog Service. Joel is on his second K9 partner, PSD BADGE. Joel and BADGE are based out of Edmonton and cover the Leduc Region for general duty calls and the Edmonton International Airport for explosive calls. They are also the senior dog team on RCMP Edmonton ERT which covers all tactical calls in Northern Alberta.
Joel has lectured on K9 officer survival for the Canadian Police Canine Association (CPCA) at seminars in Edmonton, Vancouver and Winnipeg. Joel has also spoken before the K9 Officer Survival Seminar held by the Arizona Law Enforcement Canine Association (ALECA) in Payson, Arizona. Joel and BADGE annually for the past three years travel to Arizona to instruct and train in tracking and K9 tactical deployment with the Scottsdale Police K9 Unit and surrounding metro Phoenix police K9 units. Joel and BADGE recently competed in the 2007 CPCA Championship Dog Trials in Edmonton and placed first in explosive detection, second in obedience and third in evidence search. Joel will also be giving a candid presentation on his first hand experiences with being ambushed in addition to being on scene for during the loss of fellow officers, information that no one should miss.
KEVIN McGEE
Special Agent Bomb Technician, FBI Albany, Explosive Detection
Kevin will be facilitating imprint and reinforcement training on TATP, HMTD, and Urea Nitrate in accordance with TSA/FBI protocols, along with classroom instruction Intro to Explosives/Intro to IEDs.
TONY PATRICOLA
Sergeant, Town of Newburgh PD K-9 Unit Eastern Police Canine Association Certification
Tony has certified two different dogs with to the highest degrees of Eastern Police Canine Association Certifications in Patrol and Tracking. Tony will be working with teams so they can achieve certification for the Eastern Police Canine Association and assist with problem solving.
CLIFF SAMSON
Sergeant, Winnipeg Police Service K-9 Unit Tracking, Explosive Detection & Search and Rescue
Cliff has over fifteen years experience as a canine handler, during the past 10 years has held the position of supervisor and senior trainer for the Winnipeg Police Service Canine Unit. He is the current President of the Canadian Police Canine Association, a certified Patrol Dog Judge (DPO-PSP), and holds a Master trainers certificate through the Canine Law Enforcement Accreditation Registry and has completed training with the RCMP. Sgt Samson has participated in and been responsible for VIP Explosive Detector Dog sweeps for all visits of the Prime Minister and Governor General to Winnipeg, along with the Queen of England, assist with explosive sweeps for International dignitaries, coordinated K9 search teams and worked an explosive detector dog during the 1999 Pan Am Games held in Winnipeg, and the G-8 Summit held in Kananaskis Alberta in 2002. Cliff has been responsible for training HUSAR dogs for one of Canada’s five National teams. Purina 2001 Champion, has been asked to judge the annual CPCA trials the past 7 years in a row, selected for a committee to set up a National Standard for Explosive Detector Dogs at all International Airports in Canada, and asked to sit on a panel formed to develop a National HUSAR K-9 standard, Cliff will split his time training Explosive Detection Teams, assisting in Tracking Problem Solving and Search and Rescue.
Duane is a well-known trainer and has handled a K-9 as a patrol officer, sergeant, lieutenant and captain, the unit’s supervisor with the Binghamton, NY Police Department retiring as such. Duane is currently a sworn officer with the Owego, NY Police Department. Duane is one of the founders of EPCA and STPCA. Duane is one of the directors of EPCA and STPCA. Duane is the president of the EPCA as well as an examiner, and trainer for EPCA and STPCA. Duane will work with you on Human Remains hides. Duane will be available to examine NYS BMP Certification for Narcotics, Explosives, Evidence Recovery, Tracking and Patrol.

Dan is one of the founders and a director of the EPCA, and is currently the association’s secretary. Dan will conduct an introduction, problem solving and practical exercises, enhancement of detection; drive development you wouldn’t believe until you see for Narcotics Detection.
DAMIAN VICE
Corporal Wilmington Police Department, Delaware Narcotics Scent Detection
Damian is the former Wilmington Delaware Police Department K-9 Unit Commander and Trainer, and a trainer and Judge with the EPCA. Damian will be sharing his expertise in Advanced Narcotics Detection / Interdiction
DOUG WENDLING
Progressive K-9 Academy Protection Work/Bite Development
Doug is the owner of Progressive K-9 Academy which specializes in providing K-9 service for Law Enforcement throughout the United States. Dog is on the United Schutzhund Clubs of America’s National Helper Committee, he is also a USCA Teaching Helper. Doug has decoyed in many Regional and National events, along with decoying the back half of the Schutzhund 3’s at the largest trial ever held in North America, 140 dogs. He has done helper work for dogs in French Ring, KNPV and PSA (Protection Sports Association). He has also decoyed in a National event for PSA. Doug specializes in protection work with K-9’s, doing problem solving, foundation work and bite development, team building and teaching decoys, both in the suit and the proper use of sleeves and other protection equipment. He has instructed on the above subjects at seminars throughout the US, for both law enforcement and sport.
